As per TRAI SMS guidelines, Principal Entity - Telemarketer (PE-TM) Binding is now mandatory for DLT-based SMS in India. Failure to complete this process will result in SMS delivery failures starting December 11, 2024.
This article explains the PE-TM Chain Binding process, key requirements, and steps to ensure compliance for uninterrupted SMS communication.
Applies to: Institutions using DLT-based SMS in India.
Mandatory for: All Principal Entities (PEs) (e.g., educational institutes) that send SMS through registered telemarketers.
Deadline: December 11, 2024 – Non-compliant SMS will be blocked.
The scrubbing process for PE-TM binding will go live on 11th December 2024. Only messages from complete, compliant chains will be delivered; non-compliant messages will be scrubbed.
The registration process for declaring your Telemarketer Aggregator is available across all the Operator DLT portal.
PE can define PETM chain binding in any of the DLT portals.

Use the TM Aggregator ID: 1102641120000014245.
Submit the request.
Perform Step 2 again to initiate a second PE-TM binding for redundancy and better SMS delivery.
Once you have initiated both PE-TM bindings, send an email to ticket@meritto.com with the following details and screenshots:
Requestor Name
Chain ID
DLT Portal Name
Institute ID and Name in Meritto CRM
After receiving your request, Meritto will add Telemarketer-Delivery (e.g., Kaleyra, ValueFirst) to the chain.
Once the Telemarketer-Delivery approves, you will receive a notification.
After Telemarketer-Delivery approval, you must approve the PE-TM Chain in your DLT portal to complete the process.
