Overview

The Telecom Regulatory Authority of India (TRAI) has mandated that all organizations sending SMS communications must register on the Distributed Ledger Technology (DLT) platform. This initiative is aimed at:

  • Reducing unsolicited commercial communications (UCC) and SMS spam

  • Improving transparency and traceability in SMS transactions

  • Enhancing mobile subscriber privacy

Failure to comply with DLT registration will result in non-delivery of SMS messages.

What is Distributed Ledger Technology (DLT)?

Distributed Ledger Technology (DLT) is a blockchain-based system that records SMS transactions, including Sender IDs (Headers) and Message Templates, ensuring end-to-end tracking of messages sent across telecom networks.

Steps for DLT Registration

To complete DLT registration, you need to follow three key steps:

  1. Register as an Enterprise (Entity) on the DLT platform

  2. Register Headers (Sender IDs)

  3. Register Content Templates

Step 1: Enterprise Registration on the DLT Platform

Prerequisites for Registration

Ensure you have the following documents before starting the registration process:

  • Business PAN Number (Soft Copy)

  • Company Name

  • GST Number (Soft Copy)

  • Business Establishment Date

  • Company Website (if available)

  • Business Owner’s Name & Date of Birth

  • Business Owner’s Email ID & Alternate Email ID

  • Complete Business Address

  • Proof of Business Identity (PAN Card – Soft Copy)

  • Proof of Business Entity (GST Registration/Business Registration – Soft Copy)

Steps to Register on DLT

  1. Visit the DLT registration portal: VILPower DLT Portal

  2. Click on Register as Enterprise.

  3. Select ‘No’ if you have not registered with any other DLT operator.

    • If you have already registered with another DLT operator, select ‘Yes’ and enter your Entity ID to proceed.

  1. Enter your Business PAN Number and fill in the required details.

  1. Upload KYC documents (PAN, GST, Business Registration).

  1. Click here to download: Letter of Authorisation Template

  1. Enter Telemarketer Details:

    • Telemarketer ID: 1102641120000014245 (Meritto)

  1. Pay the Registration Fee:

  • ₹5000 + GST (This fee is charged by the telecom operator, not Meritto.)

  1. Submit the application and wait for approval.

  • You will receive your Enterprise Registration ID within 72 hours after KYC verification.


Step 2: Update KYC on Other Operator DLT Portals

Once you receive your Principal Entity ID (PE ID), update your KYC details on other DLT platforms to ensure seamless SMS delivery.

DLT Registration Portals for Other Operators

InfoRecommendation: It is strongly advised to update your KYC on Airtel, BSNL, and Jio to ensure high SMS delivery rates.

No additional registration fee is required for KYC updates on other DLT platforms once your PE ID is issued.

Step 3: Register Headers (Sender IDs) & Templates

After completing the Enterprise Registration, the next steps are:

  • Register Headers (Sender IDs) to define the sender identity.

  • Register Content Templates to comply with TRAI regulations.
